MKV is generally used to encode HD content. Its usually better to
keep it in this format for higher quality. But, if the playback
device you're using to watch it isn't powerful enough, or doesn't
support it, then you'll loose quality by re-encoding it to AVI.

That being said, the best and easiest (and free as in beer!) encoder I
have seen out there is "Format Factory" from http://www.formatoz.com
. It supports many input formats as well as templates for output
devices like mobile devices (iphone, ipod, etc.).

Will this program convert to AVI as the OP requested? Looking on
google, it appears this program will just convert the file to VOB
only:

"mkv2vob is a program which will remux mkv with x264 video and AC3
audio to a vob file or Blu-ray/AVCHD which is playable on the sony
ps3. No transcoding/ recompression is done(mpeg2 transcoding for some
files that wont work on the ps3), the streams are simply split and mux
into the vob. Subtitle support. "
